The Constitution of Halifax Irish Junior Football Club
Name & Affiliation
The club shall be called 'Halifax Irish Junior Football Club' and shall be affiliated to the West Riding County Football Association each year and play according to their rules and regulations.
Officers
The officers of the club shall consist of President, Vice Chairman, Secretary and Treasurer.
Committee of Management
The General Management of the club shall be in the hands of the Committee.
The Committee shall consist of the officers, together with other members who shall be elected at the AGM. The quorum for the transaction of business of the Club Committee shall be two.
The Committee shall be empowered to co-opt any other members.
The Committee is empowered to set up sub Committees on set task's or actions.
In the absence of the President, Secretary and Vice Chairman at meetings, the Committee will elect a Chairman.
Each member will have one vote.
In the event of the votes being cast equally the Secretary will have the casting vote.
All meetings will be accurately minuted by the Vice Chairman and copies circulated to Committee members.
Club Membership
All players will be deemed to be club members.
All persons serving as officers or on committees will be deemed to be club members.
In the event of a member’s resignation or expulsion, his or her name shall be removed from the Club Member Register.
Players shall be deemed to be members of the club without voting rights.
The Football Association and West Riding County Football Association shall be given access to the Membership Register on demand.
Meetings
The Annual General Meeting (AGM) shall be held at the end of the season, all nominations for officers and Committee members should be proposed and seconded at the AGM.
Parents/Guardians shall be expected to carry the proxy of their children and therefore be deemed as members for the purposes of voting.
Members will be given fourteen days notice of the AGM.
Each member will be entitled to normal voting rights at the AGM.
The constitution shall not be added to, cancelled or altered in any way save at an AGM or Extraordinary General Meeting (EGM). Members and players will be given fourteen days notice of an EGM.
Finance
A bank account shall be in the name of Halifax Irish JFC, no other bank accounts will be held under the club name or otherwise by any of the Management Committee.
The Treasurer shall pay all monies received by the club into the account and keep such accounts and pay debts of the club as approved by the Management Committee.
All cheques made out in the name of the club are to be signed by the Secretary and the Vice President and the Treasurer oversees and authorises the issued cheques. All monies received and paid out should be recorded and passed through the club Treasurer.
The Treasurer shall present to the Committee when required an audited statement of account.
Player subscriptions shall be paid at the rate determined at the AGM for the following season and shall be paid in full before 1st December in any playing year.
Dissolution
A resolution to dissolve the Club shall only be proposed at a General Meeting and shall be carried by a majority of at least three-quarters of the members present.
The dissolution shall take effect from the date of the resolution and the members of the Club Committee shall be responsible for the winding up of the assets and liabilities of the Club.
Any surplus assets remaining after the discharge of the debts and liabilities of the Club shall be transferred to the parent Association who shall determine how the assets shall be utilised for the benefit of the game. Alternatively, such assets may be disposed of in such other manner as the members of the Club with the consent of the parent Association shall determine.
Protection
The club is aware of and shall follow the guidelines of the Football Associations Child Protection policy. A Child Protection designated person, namely the Welfare Officer, shall, as necessary, attend all FACP courses and advise the committee of any incident or occurrence which is in breach of said policy and procedures.
Conduct and Discipline
All members shall uphold the good name of the club at all times. Members bringing the club into disrepute in any way will be expelled at the discretion of the Committee. There shall be no appeal procedures.
A member who resigns or is expelled shall not be entitled to claim any, or a share of any, of the Club Property.
The Committee reserves the right to decide on any event or situation not covered by the rules and constitution.
Code of Conduct (General)
Halifax Irish Junior Football Club will not tolerate sexual or racially based harassment or other discriminatory behaviour, whether physical or verbal, and will work to ensure that such behaviour is met with appropriate action in whatever context it occurs.
Halifax Irish Junior Football Club is responsible for setting standards and values to apply throughout the club at every level. Football belongs to and should be enjoyed by everyone, equally. Our commitment is to confront and eliminate discrimination whether by reason of sex, sexual orientation, race, nationality, ethnic origin, colour, religion or disability.
We promote fair play and sportsmanship throughout the club, at all levels and from all persons involved with the club in any capacity. We expect exceptional behaviour from all our members and promote the concept of respect for everyone we come into contact with. Halifax Irish JFC wishes to be known as the club who stand out from the crowd, who always demonstrate the best that anyone could hope of us in every way.
Managers Code of Conduct
Team Managers are responsible to the Management Committee for the efficient running of the teams and ensuring that at all times their players conform to the rules of the club and uphold its good name.
Communications between the players, parents and Management must be maintained at the highest level and therefore it is a requirement that all Team Managers serve on the Football Committee. A Team Manager may be represented at Football Committee Meetings by his Assistant or other club member from his squad.
Managers will run their teams in such a way as to be seen to be fair, operating within the rules of the club and relevant League and FA rules.
The Team Manager should work very closely with his Assistant to ensure continuity in the event of his absence. He should also endeavour to get maximum support from parents allocating duties to those willing to help. Wherever possible a Manager should be solely concerned with his team on match day.
Any serious matters of discipline should be reported to the Committee.
Managers are required to submit monthly accounts showing all income and expenditure. Accounts sheets issued by the Treasurer should be handed in during the first week of the following month.
All expenditure must be authorised by the Management Committee.
During the year there are several important fund raising events. It is important that the Manager enlists as much support and help as is possible for these events to be successful.
Players Code of Conduct
All players are bound by these rules from the time of arrival at the ground assembly point or at any other place or event organised by the club.
Players will arrive at the ground for home matches at least 30 minutes before Kick Off and arrive punctually at designated time for away matches.
Players are expected to turn out in clean kit and be of smart appearance.
Subscriptions should be paid promptly as agreed with Manager.
Players must not bring the game into disrepute in any way.
By arguing with match officials.
By arguing with opposing players or team mates.
By arguing with officials of opposing side or own club.
The use of abusive or foul language will not be tolerated.
Players are reminded that they are bound by the referees authority from the time of his arrival until he departs from the ground.
Players will respect the referees decision at all times without comment.
The Parents/Guardians of any player who causes the referee to take disciplinary action against him will be responsible for the payment of the fine imposed as a result of his action.
Players are not allowed to smoke or make use of any illegal substance whilst under club jurisdiction.
Players are expected to uphold the club principle of good sportsmanship, respect others and display good manners at all times whether on or off the field of play.
Any player bringing the club into disrepute whether by word or deed, may at the discretion of the Committee be expelled from the club.
Supporters Code of Conduct
Parents/Guardians & spectators must not bring the game into disrepute in any way.
By arguing with match officials.
By arguing with officials of opposing players or team mates.
By arguing with officials of opposing side or own club.
The use of abusive or foul language will not be tolerated.
Parents/Guardians & spectators are reminded that they are bound by the referees authority from the time of his arrival until he departs from the ground.
Parents/Guardians & spectators are expected to uphold the club principle of good sportsmanship, respect others and display good manners at all times whether on or off the field of play.
Any Parents/Guardians or spectator bringing the club into disrepute whether by word or deed, may at the discretion of the Committee be expelled from the club..
